There are laws on the books in every state preventing non-citizens from voting in addition to federal statute.
He wants to force a rider in a continuing resolution, CR, that states it again, simply to placate Donald Trump’s and Speaker Johnson’s false claims of a illegal immigrants voting.

State Law Examples
California: Non-citizens are explicitly prohibited from voting in all elections, including local, state, and federal elections.
Texas: Texas law requires that voters be U.S. citizens, and it is a felony for non-citizens to vote in elections.
Florida: Florida law mandates that voters must be U.S. citizens, and non-citizens are not allowed to register or vote.
New York: New York law requires that voters be citizens of the United States, and non-citizens are not permitted to vote in any elections.
Arizona: Arizona law also requires proof of citizenship for voter registration.
